Initiated Measures 24 and 25
Initiated Measure 24 prohibits contributions to ballot question committees by non-residents, out-of-state political committees and entities that are not filed with the Secretary of State for the prior four years.
SDFB Board Position: Neutral
Initiated Measure 25 proposes increasing the South Dakota tobacco tax and creating a post-secondary technical institute fund for the purpose of lowering student tuition and providing financial support to the state’s post-secondary technical institutes.

Constitutional Amendment X
Constitutional Amendment X is an amendment to increase the number of votes needed to 55 percent to approve constitutional amendments.
SDFB Board Position: SDFB recommends a vote of ‘YES’ on X.
Constitutional Amendment Z
Constitutional Amendment Z is an amendment establishing that a proposed constitutional amendment may embrace only one subject, and requiring proposed amendments to be presented and voted on separately.

Constitutional Amendment is a constitutional amendment to change campaign finance laws, create a government accountability board and change certain referendum and initiative referendum provisions.
